Investment planning phase
Every project begins with the idea and in case of our pilot project in Udbina, the final user and owner of the cogeneration plant started with an idea in using heat from return line of the secondary circle pipeline. The idea was to improve efficiency of the cogeneration plant (especially in summer time) with adding another consumer of heat in condenser cooling pipeline.
The second step would be development of simple calculation regarding feasibility of the project, in the house. If such calculation approves feasibility, the manager decides for future steps. In most of the cases, the feasibility study will be developing to calculate all aspects of the project in details. Since in Udbina we had relatively simple calculation, the owner (technical person with great experience) decided to start with the design of the project.
In the second pilot project, where we identified few potential waste heat sources, the feasibility study will be developed to present economically justification of waste heat utilization projects.
The feasibility study will define the project assignment (ToR) for designer and second phase, design and permits.
Implementation phase
In this section, we will provide a path for waste heat project realization in our pilot project in Udbina, from design till construction permit. Expected time duration for issuing necessary permit is 1 year.

Construction permit for the project
Construction permits are issued by large cities (over 35,000 inhabitants) and county seat cities for their area or county offices for all other municipalities and towns in the county.
The request for issuing the construction permit is submitted by the investor, and it is necessary to refer it to the competent administrative body of the big city, the City of Zagreb or the county, responsible for administrative affairs of the building depending on where the construction or reconstruction of the building is planned.
Every project is unique and different type of special conditions and confirmations can be applied during the process of design and issuing permits. However, web pages of Ministry of construction and physical planning are valuable source of information.
